Because not many state boards of pharmacy are inclined to or have signed the MOU with the FDA, what will the fall out be if there is another outbreak like the New England case? States who do not sign ramp up enforcement and compliance to ensure nothing bad including fraud or deaths occur during their watch? What do you think will ultimately happen?
