Question of the Day May 3, 2016 Does Congress need a lesson on separation of powers? How ironic is it that a member of Congress would attempt to "interpret a statute and the intent behind it," a role reserved for federal agencies and ultimately the judiciary? What should a federal agency do when Congress ask it to go against the plain language of a statute where the judiciary would not look at the intent of the statute under the rules of statutory construction?
