Oregon: Pharmacists Lose PBM Bill, But Bates Directs DCBS to Draft Regulations Senate Bill 1505 died last week as negotiations between pharmacists, insurers and PBMs went overtime. The bill would have given teeth to the Department of Consumer & Business Services regulations of PBMs, including the right to assess penalties. Instead, the agency will draft rules to clearer outline state authority over pharmacy benefit managers and ask the 2017 Legislature for legislation regarding penalties. Chris Gray
