Question of the Day December 26, 2015 What is the effect of a subsequent Congress declaring what a previous Congress's intent in passing a law was? What would a federal court who is the interpreting body of laws passed by Congress say? Would they give any weight to such statements, ignore the statements or would it have harsh words for such action?
