Yes. These relationships are illegal under Florida law too (patient-brokering; fee-splitting; restriction of patient-choice of pharmacy; financial exploitation of patients, etc).
Problem is, even when complaints are filed, bureaucrats in Florida's Department of Health Bureau of Enforcement refuse to investigate or prosecute (due to laziness? lack of manpower?), so there is a "Wild West" atmosphere where no discipline is carried out, there is no deterrent effect, and "bad money drives out good" with rogue pharmacies offering these illegal kickbacks outcompeting "legitimate pharmacies" who won't split fees with the prescriber.
